2025 Multi-State Behavioral Health Initiative

A five-state collaboration unlocking new insights.

The 2025 Multi-State Behavioral Health Initiative – our inaugural Collective Impact project – is an exciting collaboration between Onpoint and five of our state all-payer claims database (APCD) clients – Connecticut, Maryland, Minnesota, Vermont, and Washington. Working together to leverage their collective data for systemwide healthcare improvement, we developed a series of interactive dashboards that explore the relationships between behavioral health, other medical conditions, and social drivers of health across key geographies. Exploring the Impact of Mental Health on Emergency Department Utilization

In this issue brief, Onpoint draws on the underlying data from our Multi-State Behavioral Health Initiative to analyze how mental health conditions impact use of the emergency department (ED) across states and payer types. The analysis includes a special focus on “frequent flyers” – individuals who make up a relatively small percentage of members but account for a disproportionate number of ED visits, many of them for non-emergency issues.

Unlike single-state studies, this initiative harnesses the power of multi-state APCD data to offer an example for future collaborations that offer significant gains for the public good. 

  • Cross-state collaboration. Establishing a scalable, repeatable framework for cross-state APCD analysis with stakeholder consensus on methods, measures, and data sharing.
  • Responsive design. Delivering dynamic tools that enhance data transparency and empower users to focus on the questions that interest them most.
  • Equitable access to insights. Providing high-value analytics at no cost to participating states while also making the data accessible to the general public, policymakers, and healthcare leaders.
